Does this mean you have to have both the English AND French versions of
the URL ALL IN ONE URL (emphasis, not shouting),  or just have a French
URL when the site is rendered in French and an English URL when the site
is rendered in English? Given the level of bureaucracy in most
governments, I would not be surprised if it was the former.
