You should have a look at BroadVision.  V. expensive but their out of the box packages 
to allow forward planning.

Hi Daniel,

I don't mean to be glib, but isn't that just Workflow?  Or, put another 
way, you might meet your needs very easily with a few specialized content 
tags and placeholder documents.  You might add an additional step in your 
workflow to denote "planned but unassigned documents" or what have you.
