The ultimate look and feel of your content IS important and is not something that should be left to the DBA or whover who oversees the overall CMS. If you ask me, a CMS should make it as easy for designers and artists to design, manipulate and output "pages" (essentially, the shells into which content is poured) as it should for writers and editors to create and output content.
