Please take a look at Jahia - www.jahia.org - to get some hints on how to build a CMS in Java/J2EE. The source code is available but only under a collaborative source license. So be sure to check and respect the license agreement before copy-pasting everything ;-) . Else you may try to use Jahia as your core underlying platform and only add your custom extensions/portlets/modules on top of it.
