I am also building an open source (Linux/Windows) project
Qixite which is somewhat similar to the CityDesk. You can take
a look at it here: http://qixite.sf.net/

Qixite - stores several types of information as nodes in a tree
and saves this information as xml. Later Qixite applies xslt
template and generates a set of static .html (or whatever)
pages.
