Another possible OT question from myself...

We are looking for a system that could handle web forms. We're not looking
for anything specific, but rather just seeing what's out there. Some of the
functionality we're looking for would include:

 - the ability for non-admin people to create their own forms
 - forms data stored in database for analysis/archival
 - the ability to segment forms (into a 'wizard-like' interface) 
     with instructional content
 - the ability to create forms consisting of a randoms 
     subset of questions (for tests)
 - the ability to randomize some aspects of forms 
     (random answer orders in tests)
 - the ability to interface with PDF forms 
     (probably an add-on Adobe solution for that)

Some of this seems to fit into Content Management, some into Learning
Management, and some into ???

Are these type of features that exist in CMS/LMS systems? Are these features
that *should* exist in them? Or are there stand-alone systems that can
handle these types of forms processing needs.
