 I think you might have missed the ADD in the addpipe command.  Thus, the
 null record goes into BLOCK and sets the flags for EOF.  The theory is
 that you can download to maint.181 and then attach that tape to the
 P390.

 As for labelled tapes, CMS offers some help in creating them, but
 is that really a requirement in this environment?
