I remember suggesting a similar approach at the August 2007 SHARE LVM TSC meeting (I don't think I'm speaking out of school here): Why not just place the RTL on the MAINT samples disk, just like RITA and other "nice to have's".
Sadly, I cannot remember the reply, other than _perhaps_ something along the lines of the usual "where do you want the development dollars spent?".
