I remember suggesting a similar approach at the August 2007 SHARE LVM TSC 
meeting (I don't think I'm speaking out of school here): Why not just 
place the RTL on the MAINT samples disk, just like RITA and other "nice to 
have's". 

Sadly, I cannot remember the reply, other than _perhaps_ something along 
the lines of the usual "where do you want the development dollars spent?". 
 

My notes were gone when my laptop hard drive was re-built.  (Since then 
I've purchased an personal external backup hard drive made of two 500 GB 
drives mirroring each other and the software package to automatically back 
stuff from the laptop hard drive so I won't forget.)

You can always include the runtime distribution under a different name
with a custom bootstrap loader similar to IPIPE.  No hands tied behind
your back, just one slightly awkward glove on.
