As for documentation, I agree that one can never have enough.  So you got
more than 200 pages of PIPENEW.PDF last Monday.

It does say this in chapter 5, the SEPC reference:

"Composite conversion (x2y) is performed strictly via the C format; that is,
x2C followed by
C2y."

So it is doing X2C followed by C2D.  If you read about C2D:

"Convert a binary integer using twos-complement notation for negative
numbers to a character string."

I cannot think of a way to make that clearer.  But I shall certainly
entertain suggestions.
