Each time you have downloaded all the pieces of a CMS Pipelines Runtime Library (RTL), it's a pretty good idea to look in the "PIPELINE NEWS*" file(s).
It seems that the Piper adds significant new and changed function documentation in there, well before the final documentation makes it into the PIPELINE HELPLIB or the PDF manual.
