No, I did not write FIXDATE to be compatible with IBM's IUO tool, it was
always meant to be a front-end for DMSPLU.
Advanges
- an error message iso RC 24 for an invalid date/time
- more freedom in date & time formats
- It avoids the CMS abend for DMSPLU against a fle on a R/O disk
