[CMS-PIPELINES] NXPIPE MODULE and PIPELINE NUNEWS are updated.

A kind person reported a bug with PICTURE ROUND and negative numbers
that printed as positive.  This I fixed.  I also checked the mainline
407 add/subtract for a similar problem, but it is clean.
