[CMS-PIPELINES] Installation instructions on the homepage

This was written more than twenty years ago.  I am going to remove
references to the PRPQ &c.

Does anyone generate the indivitual HELP files?  I'm not sure the
procedure works anymore.

Anything else I should toss?
