Uh-oh.  I tried replacing this:
>   /* TRACE REXX */
>   'addpipe *: |'Arg(1)'| *:'
>   Address COMMAND 'SET EXECTRAC ON'

with this, to see if it made a difference:

  /* TRACCALL REXX */
  Address COMMAND 'SET EXECTRAC ON'
  'callpipe *: |'Arg(1)'| *:'

and, boy, did it.  The short-through CALLPIPE in the called stage
stalled.  This works at 110B000E and fails at 110B0016 and above.
