Why is VARSET case sensitive? As far as I know, REXX variables are
case-insensitive.
PIPRVR235E Variable name is not valid: OsCAR.
PIPMSG003I ... Issued from stage 5 of pipeline 1.
PIPMSG001I ... Running "VARSET DIRECT".
The same is true for VARFETCH and VARLOAD, but not VAR:

"PIPE" ,
" LITERAL Just some information"||,
"| VAR AVariable"
Say "AVariable='"AVariable"'"
AVariable='Just some information'
It seems that VARSET/VARFETCH/VARLOAD should uppercase the variable
names passed to it.
