RC-3 typically means unknown CP/CPS command. When you code in rexx, the case (upper/mixed) of text in quotes is respected (permitting you to enter Linux commands, or created files with mixed-case file IDs).
Uppercase your commands in you exec. E.g. in this case: 'PIPE (SEP ! ENDCHAR ?)', '!
