I prefer to fetch the VMARCs (the TCPCLIENT stage makes this easy via
HTTP; our security rules make FTP a nightmare) because when extracted
they precisely replicate the timestamps.  Give or take a timezone.
How does VMARC deal with timezones?  I know that NETDATA does timezones
well.  And DST?  I know NETDATA does DST wrong.
