It may have been in the old EDF book or a chapter in the SEPP/BSEPP book, or 
the CMS logic manual.

There is a note in the description of the FSSTATE macro that CMS checks for 
open files first.

    I thought that years ago there was a flowchart-style diagram in one of the 
VM manuals that described the search order for program execution, where it said 
that open files were searched first.  Perhaps the CMS Application Development
