Sure: CSV. For the "quick no-frills datastores for small numbers of entries" you mention, simple is better. It is only worth to care for NAMES files if it is to maintain the database for important tools like VMLINK or alike. My preference for CSV is the result of updating tables with up to 25000 rows and about 65 columns from different sources. Simplest was best.
