Dave,

I'm afraid they didn't make it in the plumbing upgrade with 6.4 since we
struggled with the challenge that existing build processes relied on the
old set of programs. You may notice the descriptions in the Appendix lack
details on options and format of input files, and when we realized the code
would also require work, it was postponed until "someone really wants it"
;-)  I think a useful approach could be to introduce the new programs to
build filter packages of both formats, and rework the old programs to use
these new programs with the right options. We probably need the online help
files for those as well.

If you think there's value in getting this sorted out, opening an RFE could
help to get this discussed and prioritized.
