I'd say check out Open Source CMS [URL: http://www.opensourcecms.com ] and see for yourself what they are like.. It seems you have a list of user requirements.. Check each CMS against your requirements and chose the one that best meets your requirements..
You also get to see other systems as well.. Some you might never have heard of.. They also give you admin rights and user rights to the system so you can see what it is like.. And every hour or so they wipe everything and restore it to how it was.. As a general rule, they only list PHP/MySQL CMS's.. Although I'm sure OpensourceCMS has come up before on this list..
