Try SilverStripe, which has good content editing, community tools,
newsletters, etc. Open source and far more nimble and modern than
Drupal/Plone, as while it PHP, it is much more similar to ruby on rails
but with an out-of-the-box admin area designed for website owners, not
website developers.
See www.up.org.nz as website that comes to mind that may be similar to
what you're wanting to do, which was launched yesterday. The main
silverstripe.com site has a rich community forum, using the same code, too.
