Apache Lenya is a great CMS, though may be heavy in terms of size, but is
due to the many many features it has. If you can find a developer or admin
to install and maintain Lenya (me for one) , your users and site content
editors would be very happy.

Or you could go for the less feature rich but easier to use Apache
Forrest, not a CMS but a content publishing framework, uses xml source as
its current core, but accepts many input and produces many output formats.

there is Open Source and Open Source - have you looked at the NZ government
experience in using Plone? I know that there is a tendancy for people to=

ump at MySource because that is what others are using, but it might be wort
h looking at several options.

In a former life, I worked for an organisation within Defence that went ove
r to Typo3 for their intranet - they may still be using it for all I know.

I'm surprised that no one has mentioned Drupal. In NZ we (Egressive)=20
use it for all the things you describe and plenty more besides. We're=20
seeing it used in an increasing number of major government sites (e.g.=20
http://biosecurity.govt.nz) and more user-centric sites like=20
http://sorted.org.nz (one of the busiest sites in NZ). Because it's=20
free and open source, it's especially popular with NGOs and Associations=20
(e.g. http://union.org.nz, http://worksafereps.org.nz - see also Amnesty=20
Internat'l at http://amnesty.org, and http://www.greenpeace.org.uk/)

There's an absolutely massive and friendly developer community worldwide=20
(who have implemented over 200,000 Drupal sites - and that's only the=20
English language ones... Drupal has excellent locale support), with a=20

mini-conf (see http://emspace.com.au/mini-conf-details) in Melbourne=20
with more than 40 Drupal developers from the local area in attendance.
I'd be happy to provide some references from among the commercial Drupal=20
developers I met in Melbourne, and I'm sure you'll find others in other=20
parts of the country.

Check out SilverStripe. We've been pushing out webstandards-compliant =20
websites for years, and are even keen to find implementors willing to =20
try out the new WCAG 2.0 draft guidelines because they will soon be =20
wanting proof that these guidelines are possible to implement in the =20
real world. Perhaps you can one of the test cases? Let me know :)

SilverStripe focuses on an a powerful admin focused on the mindset of =20
a content author, in contrast to admin systems being overly complex =20
such that even a clued developer is baffled.
Site navigation elements are moved by a drag and drop.

SilverStripe can do this. Note that the underlying principal of =20
SilverStripe is that it is customisation-ready. No two sites are the =20
same, so rather than box you into a three column layout, you have =20
complete control over the look (see silverstripe.com/themes) and the =20
functionality is controlled through a Ruby On Rails-like programming =20
framework.
