Your diagnosis is likely correct -- IIRC, Gray streams aren't installed on Gentoo. One of my systems runs Debian, so acl-compat is more likely to work there. On the other hand, switching distributions for one program alone seems excessive. If that's your only reason to switch, I'd suggest filing a bug with the gentoo cmucl maintainer (asking him/her to package the complete system) or following the advice of nikodemus and installing the cons.org cmucl. IIRC, it's a precompiled tar file that drops into /usr/local. Mail me if you need further help.
