If you want to do something "libre", my best bet would go to look into 
ECL (or CLisp) for doing something like this.
ECL is already "embeddable" and its very much C-guts should make the 
port not so daunting.  However, I do not know what kind of interface 
(API) you should build.  As I said, I found LW pretty good, but I ended 
up writing several wrappers to make it friendlier to me.
