CMUCL can be downloaded from
ftp://ftp.common-lisp.net/pub/project/cmucl. The release directory
has the most recent releases. The snapshots directory has the monthly
snapshots.
But if you're looking for a version of CMUCL that will run on Windows,
it's not available. There has been work on a port to Windows, but I
have no idea when it might be available.
