As far as I know, there are no archives. (I've been meaning to, but
haven't actually done anything about it.)
The fix is simple. Just remove locally and the declaration from
stream-dispatch in sysmacs.lisp. However, for this to take effect,
you have to recompile cmucl. Well, maybe just get the new
stream-dispatch, and recompile read and read-char.
