Not 100% sure, but I think a package has at least 2 hash-tables, one
for internal symbols and one for external symbols.  The 1/9 means the
the hashtable for internal symbols can hold 9 symbols, of which 1 is
in use.  The 0/9 means there are 0 external symbols in the external
symbols hashtable, which can currently hold 9 symbols.
