It is a shunt - essentially a big resistor (low value, high current carrying capacity). The ammeter measures the voltage drop across the shunt and converts that to amps flowing through it (amps = volts/resistance).

Almost looks like a high amp fuse, but I think it is just a block. Might want to move the bilge pump hose off that wire! BTW, nice stuffing box, but I don't know the answer to the grease question.
