I have a 2GM20, which I believe has a similar design to yours.

The mixing elbow should be a U-shaped pipe at the top rear of the engine with a 
cooling water line hooked into it and the exhaust hose coming out the other end.

It should be attached to the side of the engine with 4 (I think) bolts that 
often get rusty and kind of difficult to remove. Once you carefully remove the 
bolts, it’s easy to replace.

  amazing how a few barnacles on the prop can kill speed (and RPMs) and
  unbalance  things. (what kind of prop?- if folding-one blade not opening

  4) Based on having both a 2GMF and 3GM20F over the years I have come to
  always suspect the mixing-exhaust elbow when power and RPMs are down.  If
  you haven't replaced it in a number of years-just do it. It is a PIA to do
  and remember to get the close nipple too and Yanmar has changed the water
  entry over the years so you may have to salvage a piece off the old one or
  otherwise get creative.
