Hi.
If you are sure it isn't from a through-hull leaking, two possibilities come to my mind.

1) the keel joint may be leaking. Best fix is to drop the keel and re-bed it
2) hairline crack at the leading edge of the keel, from grounding damage.

Loosen off the rig to lessen the downward force the mast is applying to the mast step and see if the flow changes. If it does I'd guess #2.

I don't think you can do a definitive conclusion on this with the boat in the water.
