RE removing a broken plastic nipple. I have a tool like one of these: <http://www.sprinklerwarehouse.com/Pipe-Nipple-Removal-Tools-s/8801.htm> designed for lawn sprinkler systems, because those systems use the cheapest plastic imaginable. It works like an easy-out. I have only needed it once, but that made it worth keeping on the boat. I tapped it in and then used a vice grip to get good leverage.

Re stuck ball valve. I keep a short piece of pipe handy, which slides over the handle on my sea-cock and gives me some leverage. Note, if it's just a ball valve threaded onto a through hull, I wouldn't recommend that. I also know that my sea-cocks are just fine and it's probably just a barnacle or something that's making the ball valve stick. Still, there's always a moment of trepidation when trying to force a fitting that's under the waterline.
