I'm in the middle of a re-finish.  The teak and holly is the top layer of a
marine plywood.  It is thin.  The black is from moisture.  The wood needs
to be stripped and bleached, then refinished.  Very little sanding is
involved.  You need to take out the board and be sure that there is no rot
underneath or along the edges.  The edges need to be dried out and sealed
with epoxy.  West 105/205 works.  Almost any stripper will work.  The
directions on wood bleach (oxalic acid) are generally for a gallon of
water.  You only need a quart of HOT water.  It may take 3 or more
applications.  I found it helps to use a Scotchbrite pad to rub in the
bleach mixture.  Never use a belt sander!!

There are a number of vinyl products that can cover the wood.  You would
need to redo the whole cabin.  Never used them.
