The panel on the mid-70s 38 was wood grain with the labels routered into the surface and showing white text. Over the years Ive addes a number of items abd moved others around to what seemed a more logical grouping.
A local chandlery had a display of black plastic tags about 1 ¼ x ½ with white lettering for common things like Bilge Pump. Radio, Stereo, Refrigeration, Radar, etc. Cost about $1 each. For other labels I needed, I went to a local shop that does trophies and engraving with a list of things like Apparent Wind, Depth Sounder, Speed Log, Water Pump, etc. Wish I had taken the whole list to them because they only charged me about $.60 per tag and apologized that the price was so high. Guess they are not used to making things for boats. The tags came with a self adhesive strip on the back, so it was just peel and press to put them in place and the black tags are easier to read than the old white on teak labeling.
