Bob -- unfortunately, the Nyquist rate for a 23kHz signal is above the 44.1kHz sampling rate of audio CDs (which are theoretically limited to 22.05kHz bandwidth, but practically more like 20kHz). So no, you couldn't make an audio CD with a 23kHz signal.
