when it fills up with water  in rough seas you will be in real
trouble.....adequate drains you will appreciate when they need  to do there
job...also gives you a way to hose down anchor in locker & cut down on
smell   most chain locker drains to small &they need to be two one on each
side of hull....sounds like over kill  you will agree when get in heavy
seas.&wish you were somewhere else...many offshore cruisers on larger boats
40 ft  plus have glassed in original lockers & developed other
alternatives...
