My copy of the CFRs is down on the boat, so I can't look it up, but IIRC the thing that makes it UNTREATED WASTE is the presence of Human Coliform Virus. That's basically E. Cloi - the stuff that makes kids sick from the petting zoo at the county fair, gives folks food poisoning at the salad bar, and the reason "employees must was their hands".
Since there is no Human Coliform Virus in urine, it doesn't qualify as untreated waste until you deposit it in the holding tank. Or so I understand. I suppose you could always pee in the sink and make yellowish gray water - but who would WANT TO? That doesn't mean it's appropriate in a mooring field where your neighbours can watch. I primarily daysail so the lee rail is a great alternative to filling the holding tank.
