For the joker valve problem, try some Head Lube, from West Marine. It made mine 
work again. For the vent, why not try disconnecting it from the top of the tank 
and letting the tank breathe. Put rags around it if it has anything in it, but 
you said you just had it pumped, so that shouldn't cause any problems. If the 
hose is clogged, just replace it or disconnect from both ends and put some wire 
through it.

  A leaking joker valve may allow the bowl level to rise over time.  If your 
head is below the waterline, I suppose it's possible for some intake water to 
seep through the pump, but I've never seen that happen.  Since you have closed 
the through hull, this is not the problem for you.

   

  As the level in the holding tank rises, it puts more pressure on the joker 
valve, which may cause it to leak more.  If your vent is plugged, it may be 
better to replace than try to clean it.  You could always try attaching a hose 
firmly to the vent hose.  Just remove it from the through hull and seal it 
temporarily.  It may not take much to clear it, depending on what is causing 
the clog.  Dried material may need to soak before it clears out.

  I have noticed that the water level in the bowl of my head tends to increase 
over time.  It is not close to overfilling, but when I get to the boat is is 
several inches higher than when I left the boat and after pumping it out, over 
the course of a day on the water, it is higher at the end than the beginning 
even when not used.  The through hull valves are all closed and the pump valve 
is in the tank/closed position.  I can't see how the throughhulls could be 
leaking so the only thing I can imagine is fluid leaking from the holding tank 
back into the bowl.  The holding tank is under the sink on this boat and so the 
fluid level is well above the level of the bowl. 

   Probably unrelated, but when I had the tank pumped yesterday ( the new free 
pumpout boats in our area are fantastic!!), the pumper told me the vent tube 
was likely plugged because he got vacuum on the pumping system.  What is the 
easiest/best way to clean out that tube?
