It is an “Apple thing”. The E911 regulations required only that if you can make a call, the 911 operator could locate you. This means that if you have a cellular connection (e.g. 3G/4G connectivity), you have to have a GPS position, as well.
But this did not prevent anyone from installing a GPS radio without the cellular radio present. There are numerous tablets that are Wi-Fi only and have GPS built in. This just happened that Apple chose not to sell a unit like that. A few years ago a regulation kicked in that any device/phone capable of connecting with cell phone service had to have a GPS built in. I had to upgrade a phone with which I was perfectly happy. The reason given was that it facilitated the E911 system, so the operators would know where you were in an emergency. Can't say why it applies to iPads and tablets, but if you have a Nook, Kindle, iPad, android tablet, or whatever that can connect through a cell tower it has a GPS built in, and the GPS functions even if not connected to cell service. Now I find that many local 911 systems have never bought the software needed to view the location information on a cell phone call. I guess it was a requirement so the NSA could better monitor our various subversive activities.
