Some charter companies insist that you use balls. Also, some harbors will TELL you that, but as long as you're not interfering with the moorings you should be fine. I was in Trellis last November and was told that by the guy who wanted to collect the mooring fee. When I called bullshit, he went to story #2 which was that If I hit anyone, I'm going to be at fault. OK. I can live with that.
Of course, you don't want to drop an anchor in coral patch, or in the midst of a crowded mooring field, but if you pick your spots, you should be fine. (Also note that some places are trying to crowd out the anchoring spots by dropping moorings everywhere.
