Mark; When I was doing research for my hot water system, I pretty much observed that the lower price units were electric only, and the more expensive units added a heat exchanger. I don't recall seeing any that only had a heat exchanger without an electric heating element. Stainless steel construction was also a higher cost item for most manufacturers, it seemed.
Doesn't mean they don't exist. Just that I didn't find any.
