Blair, most likely, no. You can use the 78s and other similar (e.g. Etrex Legend) as a GPS sensor, but only (usually) with Garmin s/w and only if you can connect it with via USB (with appropriate drivers present).
You might be able to connect the 78s to the Galaxy (using USB2Go cable), but I suspect that the drivers won’t be there. You probably want to have a GPS sensor that you can connect via Bluetooth.
