I think having Cruising and no spinnaker separated is the ticket provided you 
have enough entrants.  The racers usually just do not wish to mess with a 
spinnaker because they are short handed or want to simplify things for the day

PHRF NS = Regular racers that don’t want to mess with a chute.
CHESS = Single and double handed racers.
CRUISING = Cruisers and others just getting into racing. We’ll even make you a 
rating if you don’t have one. I would hope a “real racer” would have more 
integrity than to come and cherry pick a trophy here. “I am so cool, my VOR 70 
beat that Catalina that was towing a dinghy” isn’t much bragging rights. The 
only “racers” that might belong in here would be a skipper that ditched the 
racing crew and wanted the wife and kids to get to race without being yelled at 
and scared of being hit.

I am interested how the CHESS vs Cruising class separation is achieved.  I know 
that in some clubs while cruising class is created mostly for lesser 
experienced crews with less well prepared boats there are some extremely well 
prepared boats with very experienced racers who enter cruising class to use 
less crew and less inventory.  This cans ometimes create an imbalance

I hope you understand the meaning of my question.  It is important that 
inexperienced racers have a great class to encourage new people or less keen 
people to participate without discouraging them by being clobbered by 
experienced skippers / boats.  These more experienced boats also need to be 
able to race with reduced inventory and crew.
