Dennis has the right idea.  If you're checking the speed while sailing, it will 
depend on the wind strength and can't be calibrated well.
If checking against a selected engine RPM, then you have a basis for 
comparison.  Best to be in flat water as well so wave height doesn't have an 
effect.
Clearly the effect will be more pronounced at low speeds than at higher ones.

 pretty clean by diving it myself. 
 However, conflicts the last 18
 months have stretched my bottom cleaning schedule. Last fall
 I was definitely seeing speed loss in excess of 1 knot due
 to a thick carpet of growth. 
 I check it in flat water by running
 cruise RPM's on the engine. I know the speed I should
 get. If I'm slower, the bottom is dirty.
