The OPD fitting is simply a new valve that is screwed into the tank, replacing 
the original valve.  There is no welding involved in installing a new OPD 
valve.  The certification dates are stamped (or engraved) onto the collar of 
the tank--there is no magic to this.   While I am not advocating this, anyone 
could put a new date on the collar of the tank and it wouldn't be questioned.

Again, if you have a carbon steel tank and it is out of date, throw it away and 
get a new tank--they are not worth messing with.  Also, any person who might 
fill your steel tank could refuse to fill it on the basis of rust, regardless 
of the last certification date.
