Chuck, In retrospect, you're right a smaller section could have been removed. The PO did it so i don't know what considerations were in play. You mentioned being above the waterline. The rudder tube is normally at or just above the waterline and the cut is still horizontally above the tip of the reverse transom. Rarely does the transom get submerged and the clearances in the tube are so tight that whatever small amount of water that rarely gets up the tube is inconsequential. Similar to the amount of water that gets down the mast.
