Hmmm, interesting situation but somewhat similar to my area.  Gulf Yachting
Association has both one design and PHRF club "championship" series.
Relevant to your question I'll focus on the PHRF events.

Note: These are single regattas rather than an accumulated performance over
a year.

A bit of geography first.  The GYA member clubs run from the Tampa, FL area
to Houston, TX.  (see <http://www.gya.org/?page_id=13>)

The GYA Challenge Cup is the PHRF regatta which determines the champion
club.  It is a 3 day single weekend event held alternating years in
Gulfport, MS or Pensacola, FL.  Clubs enter boats in four PHRF classes.
For each race, the best 3 class finishes for each club are scored.  That
is, one club may score its A, B, and D class finishes while another club's
B, C and D boats scored best.  Overall low club score for the 3 days
determines the winning club as well as the winning boat in each class.

club's results represent the class results that were dropped.

You could adapt this event and alternate years at each club.

A second event you might mimic is the Lake Pontchartrain Racing Circuit
(LPRC).

The The four "lake" clubs are located roughly 3 hours apart.  Southern and
New Orleans YCs are in the same harbor in New Orleans (the Southshore
clubs).  Pontchartrain is in Mandeville and Tammany is in Slidell (the
Northshore clubs).  PontYC and TYC are about 3 hours apart.

Many years ago, the "lake" clubs' commodores established the LPRC.  The
regatta was held over two weekends.  Through a combination of buoy races
and distance races, each of the four clubs hosted an awards party after a
days racing.  The venues rotated through a set schedule so that each club
got each of the evening events through a four year cycle.

As participation waned, the format was changed a few years ago to a 3 day
regatta in a single weekend.  Now the format is a day of buoy races at one
of the Northshore clubs, a distance race from Northshore to Southshore and
finally a day of buoy races at the Southshore.  The Northshore club
alternates each year.  The distance race awards and final awards events
alternate between the two Southshore clubs.

This regatta is regarded by many as the lake championship regatta.
However, it is primarily oriented towards individual boats.  In addition to
class awards, overall spinnaker and non-spinnaker boat of the regatta
awards are determined.

Again, these are single regatta events.  There really isn't a process for
determining awards based on annual performance.
