Yes,  like a hailing horn.  If it is like those from the 60's , you can also 
listen through it.  I actually have one,  just never installed it.  Couldn't 
see something to tacky on a boat I raced. I got my first SH in 2000 after 
returning from an ICW trip to FLA with a power boater neighbor.  Two things,  
he was also a pilot,  so was very good on the radio.  As he was notifying 
sailboats that he was going to pass them, he commented,  or  wondered, why they 
never acknowledged.  I told him that they no doubt didn't hear him, Not having 
an active radio and  not wanting to use up their batteries.  So we both learned 
something.  Then in Atlantic City I met a nice couple on a Swan with a SH with 
a RAM Mic at the helm . I bot one when I got home,  and I am now  on my third 
generation. Transmission on a hand held won't get you out of the Ball Park.

Sort of a companion thread to my GX2200 post. Is a loud hailer used to audibly 
state one's position - or else, maybe to shout, "Hey you, get outta the way!". 
Is an additional speaker needed, e.g.
