I wouldn't do that for a boat. I have an RTL-SDR radio and it is fun to play 
with. I use it a lot to monitor ADS-B.
It is not a real good radio and very quirky to set up. NO WAY would I trust it 
for anything to do with navigation.

The cheapest approach is to use a RTL-SDR (Software Defined Radio) dongle ($21 
on Amazon, cheaper on eBay) plus a free AIS decoder. It pipes decoded NMEA 
sentences to OpenCPN. Works great but takes a while to setup. I have a few 
variations of this up and running. Not sure I would want to solely rely on it 
but YMMV.
