First, I would completely discount trying to match the existing hole
pattern.  It's not difficult to fill and re-drill.

To shed some light on your current winch situation, you need to know how
the 28's compare to today's winches.  Barlow and Barient designated their
winches in terms of 100 lbs.  So a Barient 28 will carry a load rating of
2800 lbs.

Today's winches are designated in terms of power ratio in the lowest gear
based on a 10 inch handle.

Barient 28's have a power ratio of about 43.  To get the same power ratio
you'll have to go to at least 44's in a newer Lewmar or Harken winch.

Keep looking on eBay and Craigslist (use claz.org or yakaz.com).  There's a
pair of Barient 27ST alloy winches on eBay right now for $1400.

Be patient.  I replaced all the alloy winches on Touche' (2 x 22's, 2 x
28's, 2 x 26's) with stainless and chrome bronze winches for $1100.

I wouldn't put alloy winches on for a couple reasons.  First, the teeth in
the drum are subject to breakage.  Chrome bronze or stainless winches are
much better.  Second, chrome bronze or stainless winches look much nicer
and won't detract from boat value.

Like it or not, my 2 cents.
